December 2022 Revision

Help shape the future of TriMet bus service.

Lots of things have changed as a result of the COVID-19 pandemic, including how and where people ride TriMet. As we restore our bus operator workforce, we anticipate growing our bus service by more than 30% over current levels in the coming years. Working with the community, we’re looking into changes and improvements to our bus service that would help more people get to more places and ensure that TriMet is meeting current and future riders’ needs.

Our Revised Service Concept is based on what we heard from our community in the spring and fall of 2022: focusing on ridership and improving connections to destinations for people with low and limited incomes.

To best meet the needs of people in TriMet’s service district, the Revised Service Concept would bring bus service to 50,000 more people, weekend service to 100,000 more and significant increases to frequent bus service to connect people and jobs.

The Revised Service Concept proposes to:

  • Expand the Frequent Service bus network (buses every 15 minutes throughout the day).
  • Extend bus service to new areas and expand weekend service.
  • Add more local bus service running every 30 minutes.
  • Add new bus lines serving areas that are currently far from transit today.

Revised December 2022 based on rider feedback

Based on community feedback we received in October 2022, we adjusted routes, combined lines and expanded times of day or days of the week when buses run to update the Draft Service Concept. These changes are represented below by the black boxes titled “revised.”

On December 14, we presented the findings from our survey and the Revised Service Concept to our Board of Directors.

The Revised Service Concept will guide our annual service improvements over the next 3–6 years. Riders and the community will have more opportunities to weigh in on proposed changes as part of our annual service improvements outreach. We conduct two rounds of community outreach to gather feedback about service changes planned for the following year.

Riders will see the first service changes to our bus system as early as September 2023. However, the full implementation of Forward Together is dependent on our recovery from our ongoing operator shortage.


 

Revised Service Concept

1-Vermont

Due to low ridership, service would end at SW Barbur & SW Bertha with the focus on Wells High School students.

Line 1 would be discontinued. A new Line 42 would cover a portion of SW Vermont St. All-day service would be added.

FX2-Division

No change.

4-Fessenden

Line 4’s route would be extended south, taking over the SE Woodstock end of Line 19. Service on Woodstock would be upgraded to Frequent Service with Line 4 and streamlined to connect to Lents and MAX.

6-Martin Luther King Jr Blvd

Line 6’s route would end at City Hall. Line 14-Hawthorne would replace service to Goose Hollow.

7-New Line

A new line, 7, would cover a portion of former Lines 85, 99, and 34 to provide service to Swan Island, Downtown Portland, Macadam, Tacoma, and Johnson Creek.

8-Jackson Park/NE 15th

Line 8’s route would change to serve NE Dekum to NE 27 & Saratoga. There would be no Line 8 service on Dekum between NE 15th and MLK.

9-Powell Blvd

No change.

10-Harold St

Line 10’s route would change to cover SE Duke, Flavel and Willamette National Cemetery previously served by Line 19. Outer Harold Street and Foster Boulevard would be served by new bus lines 91 and 95.

A reroute would serve Harold & 72nd Ave, not 52nd Ave & Duke.

11-Rivergate/Marine Dr

Line 11 would have streamlined service to St. Johns due to new Line 190 service. Add mid-day service and weekends.

12-Barbur/Sandy Blvd

No change.

14-Hawthorne

The route for Line 14 would extend service to Collins Circle for a new connection to MAX Blue and Red lines, replacing Line 6 service between the Portland Transit Mall and Collins Circle.

15-Belmont/NW 23rd

On Line 15, 30-minute service would be extended to St. Johns. Rush-hour trips to Linnton would be added for service to Lincoln High School.

16-Front Ave/St Helens Rd

Service would terminate at NW Yeon & 44th on Line 16 due to new service on Line 15 to St. Johns and Sauvie Island.

17-Holgate/Broadway

Service upgraded to 20 minutes. Service on Line 17 would be eliminated at the north end of the route on NE Broadway, NE 24th and 27th avenues due to low ridership. Line 8 service would be available on NE 15th and Line 70 on NE 33rd. Line 77 service would be available on NE Broadway.

The route is updated and would serve NE 33rd Ave, with a new eastern turnaround via 136th, Harold, 122nd in SE Portland.

18-Hillside

No change.

19-Woodstock/Glisan

The Line 19 route would be moved away from SE Woodstock to cover SE Tacoma and Johnson Creek with the cancelation of lines 34 and 99.

Inner/outer Glisan service would be combined with Line 58-Canyon Rd as single Line 19-Glisan/Canyon Rd. Service along SE Tacoma and Johnson Creek now provided by Line 7.

20-Burnside/Stark

No change.

21-Sandy Blvd/223rd

Line 21’s route would merge with Line 24 to connect NE Cully with Columbia Corridor industrial jobs.

22-Parkrose

The Line 22 route would change to serve Parkrose Transit Center rather than Gateway Transit Center.

Line 22 and 23 would be combined into the new Line 22-Parkrose serving Parkrose Transit Center, Parkrose neighborhoods and Gateway Transit Center.

23-San Rafael

Line 23 would be upgraded from 60-minute to 30-minute service.

Line 22 and 23 would be combined into a new Line 22-Parkrose serving Parkrose Transit Center, Parkrose neighborhoods, Gateway Transit Center.

24-Fremont/NW 18th

Service would be eliminated on NE 92nd Avenue due to low ridership. The route would change to serve Parkrose Transit Center and merge with Line 21 and connect the Roseway neighborhood to Columbia Corridor industrial job sites. The route would serve Hogan Drive into Gresham instead of 223rd, which will be served by the new Line 98.

25-Glisan/Rockwood

Service on Line 25 would be upgraded to every 30 minutes, and the route would be extended along Glisan to Mount Hood Community College.

Inner/outer Glisan service would be combined with Line 58-Canyon Rd as single Line 19-Glisan/Canyon Rd.

26-Thurman/NW 18th

Due to low ridership and alternative routes nearby, service on Line 26 has been reduced to weekday rush hours for service to Lincoln High School.

29-Lake/Webster Rd

The Line 29 route would be upgraded to have service throughout the day.

30-Estacada

No change.

31-Webster Rd

The Line 31 route would change to serve Washington Street and Beavercreek in Oregon City, replacing a portion of Lines 79 and 32.

The route would be updated to stay on Linn in Oregon City.

32-Oatfield

Line 32 would be discontinued, with Lines 144 and 31 covering portions of former Line 32. The new Line 144 would provide coverage along Main Street in Oregon City. Line 31 would provide coverage along Beavercreek to Oregon City High School.

33-McLoughlin/King Rd

Line 33’s route would change to serve Molalla Avenue in Oregon City, replacing Line 99 and providing more direct service to Clackamas Community College. Line 33 may be upgraded to every 12 minutes with additional funding to improve transit service to address the impacts of tolling.

34-Linwood/River Rd

Line 34 would be discontinued, with new Line 144 covering a portion of former Line 34. The new line would provide coverage along Main Street in Oregon City.

35-Macadam/Greeley

Line 35 would be upgraded to 30-minute frequency. Line 35 may be upgraded to frequent service with additional funding to improve transit service to address the impacts of tolling.

The route would be updated to serve SW Portland and Lewis & Clark College. Between Lake Oswego and Johns Landing, service would split with every other bus traveling via either Terwilliger and Taylors Ferry or Riverside Dr.

36-South Shore

Line 36 would be discontinued due to low ridership.

37-Lake Grove

Line 37 would be discontinued due to low ridership and redundant service along Boones Ferry Road and Country Club Road.

38-Boones Ferry Rd

Line 38 would be discontinued due to low ridership and redundant service along Boones Ferry Road, Terwilliger Boulevard, Kruse Way and 72nd Avenue.

39-Lewis & Clark

Line 39 would be discontinued due to low ridership and redundant service along Terwilliger Boulevard.

42-New Line

A new line, 42, would provide service on Oleson and Vermont covering portions of the former Lines 1 and 45.

43-Taylors Ferry Rd

Service on Line 43 would be upgraded to 30-minute frequency. Service along Corbett would be discontinued due to nearby alternatives on Barbur Boulevard (Line 12) and Macadam Avenue (Lines 19 and 35). Service would start at Tigard and continue to OHSU. From Hillsdale, lines 43 and 56 would combine to provide 15-minute service to OHSU from the Southwest.

44-Capitol Hwy/Mocks Crest

Hourly service on Line 44 would be extended from PCC Sylvania to Tualatin and Wilsonville via Mountain Park and Boones Ferry Road.

There would be a new branch between PCC Sylvania and Tigard Transit Center.

45-Garden Home

No change.

Garden Home service would be reduced to school trips only (all-day service now provided by 42-Vermont).

46-North Hillsboro

Line 46 would be discontinued due to low ridership.

47-Main/Evergreen

Line 47 would be discontinued. New Line 115 service would connect the North Hillsboro Industrial Area and South Hillsboro via Century Boulevard. Service on Evergreen would be replaced with new Line 111, and on Main with new Line 120.

48-Cornell

Line 48 would be upgraded to Frequent Service. Its route would change in Cedar Mill to stay on Barnes, and move off of Cedar Hills Boulevard, for faster trips.

50-Cedar Mill

Line 50 has been discontinued due to low ridership.

51-Vista

Service on Line 51 would run only during the weekday rush hours for service to Lincoln High School, due to low ridership. SW Dosch Road service would be extended via Sunset to Wells High School and SW Barbur and Bertha.

52-Farmington/185th

Line 52 would be upgraded to Frequent Service.

53-Arctic/Allen

Line 53 would be discontinued due to low ridership and new Line 78 route along SW Arctic and SW 5th.

54-Beaverton-Hillsdale Hwy

Line 54 would be upgraded to Frequent Service.

55-Hamilton

Line 55 would be discontinued due to low ridership and availability of service nearby on Beaverton-Hillsdale Highway. Service along Sunset would be replaced by Line 51.

56-Scholls Ferry Rd

Service on Line 56 along SW Barbur Boulevard would be discontinued due to nearby alternatives (Lines 12 and 44). Service would go to OHSU. From Hillsdale, Lines 43 and 56 would combine to provide 15-minute service to OHSU from the Southwest. Frequent Service Line 54, with a transfer to frequent service in Hillsdale (Lines 43 and 56), would create an all-day replacement for Line 61. Service would be extended from Washington Square along Scholls Ferry Road to Progress Ridge and Mountainside High School.

57-TV Hwy/Forest Grove

No change.

58-Canyon Rd

No change.

Line 58 would be combined with Line 19 and 25 as the new Line 19-Glisan/Canyon Rd.

59-Walker/Park Way

Service on Line 59 would be upgraded to run all day. Service along Park Way to Sunset Transit Center would be discontinued due to new service along Walker and Cedar Hills Boulevard, for a better mix of destinations. Service along SW 185th would be discontinued. The route would be extended to Quatama for new service in Tanasbourne and Amberglen.

61-Marquam Hill/Beaverton

Line 61 would be discontinued, replaced by Lines 43, 54 and 56.

62-Murray Blvd

Line 62 service on SW Barnes Road would be discontinued, and there would be new service on Cedar Hills Boulevard and Cornell. Service on Scholls Ferry Road would be discontinued due to new service from Progress Ridge to Tigard via SW Walnut. Line 56 would provide coverage on Scholls Ferry Road.

63-Washington Park/Arlington Hts

No change.

64-Marquam Hill/Tigard

Line 64 would be discontinued, replaced by Line 43.

65-Marquam Hill/Barbur Blvd

Line 65 would be discontinued, replaced by Line 43.

66-Marquam Hill/Hollywood

Line 66 would be discontinued due to alternative service available on lines 9, 8 and 75.

67-Bethany/158th

Line 67’s route would be extended to Beaverton via 170th, Davis and Erickson.

The route is updated to use Hart & Lombard to approach Beaverton Transit Center.

68-Marquam Hill/Collins Circle

Line 68 would be discontinued due to alternative service available on MAX and Line 8.

70-12th/NE 33rd Ave

Line 70’s route would change in Southeast to make service more reliable by avoiding the freight train crossing, via SE 11th/12th & Hawthorne, Ladd, Division, 26th, Gladstone, 28th and Bybee. All buses would use 13th in Sellwood rather than 17th.

In SE Portland, the routing would be updated to operate via 17th, Milwaukie, Powell, 21st, Ladd. In NE Portland, it would no longer serve NE 33rd (now served by Line 17).

71-60th Ave

Line 71 would be upgraded to 15-minute service most of the day. Service would move off of SE King, SE 82nd and SE Causey, and onto SE Linwood and SE Harmony, to create a frequent service connection between the CCC Harmony Campus and Clackamas Town Center.

72-Killingsworth/82nd Ave

No change.

73-122nd Ave

No change.

74-162nd Ave

No change.

75-Cesar Chavez/Lombard

No change.

76-Hall/Greenburg

Line 76 service would move from SW Hall and SW Durham to 72nd Avenue for frequent service through the dense development in the Tigard Triangle. Line 76 would be extended hourly between Tualatin and Oregon City. Service between Tualatin and Oregon City may be upgraded to every 30 minutes with additional funding to improve transit service to address the impacts of tolling.

77-Broadway/Halsey

Line 77 would be upgraded to Frequent Service. Some buses would extend their route to Troutdale-Reynolds Industrial Park to cover shift times.

78-Denney/Kerr Pkwy

Line 78 would move off of SW Hunziker and out of the PCC Sylvania campus, and onto SW Hall, Bonita and Kruse Way, for all-day service on Kruse Way.

The route would be updated to use Denny & Lombard to approach Beaverton Transit Center.

79-Clackamas/Oregon City

Line 79’s route would move to Arlington Street in Gladstone in anticipation of future service increases to match potential demand. Line 79 may be upgraded to frequent service with additional funding to improve transit service to address the impacts of tolling.

80-Kane/Troutdale Rd

Service on Line 80 would be upgraded to every 30 minutes. The route would move from Powell Valley Road to 3rd and 1st streets to reduce redundancy. The end of the line would be moved out of Glen Otto Park due to low ridership and operational challenges.

The route would be updated to offer continuous service along 257th.

81-Kane/257th

Line 81 would be discontinued due to partial redundancy with Lines 20, 25 and 80.

82-South Gresham

Service on Line 82 along SE Powell, Powell Valley, 1st and 3rd would be discontinued, with Line 80 and 84 service nearby.

84-Powell Valley/Orient Dr

Line 84 would be upgraded to run all day.

85-Swan Island

No change.

Line 85 would be combined with Line 7 as new 7-Tacoma/Swan Island.

87-Airport Way/181st

Line 87 would be upgraded to Frequent Service. Buses will travel to Parkrose Transit Center for connections to other lines. Service to Relay Resources would be discontinued due to new Line 95 serving 148th Ave.

88-Hart/198th

Line 88 would be discontinued. See Line 111.

91-New Line

A new line, 91, would cover a portion of former Line 10 in the Lents and Powellhurst-Gilbert neighborhoods.

92-South Beaverton Express

Line 92 has been discontinued due to low ridership and availability of Line 56 as an alternative.

94-Pacific Hwy/Sherwood

Line 94 would be discontinued. See Line 130.

95-New Line

A new line, 95, would provide service along E 148th and cover a portion of the former Line 10.

96-Tualatin/I-5

Line 96 would be discontinued. Line 44 service would be extended hourly from PCC Sylvania to Tualatin and Wilsonville via Mountain Park and Boones Ferry Road.

97-Tualatin-Sherwood Rd

Line 97 would be discontinued. See Line 131.

98-New Line

A new line, 98, would provide service on 202nd and Birdsdale, covering a portion of the former Line 21 route on 223rd.

99-Macadam/McLoughlin

Line 99 would be discontinued. Macadam Avenue and Tacoma Boulevard would be served by Line 7, and McLoughlin Boulevard would be served by Line 33.

111-New Line

A new line, 111, would cover much of the former Line 88 route, with service upgraded to every 20 minutes. The route would be extended from Willow Creek along 185th, Walker, Stucki and Evergreen to the North Hillsboro Industrial Area, previously served by Line 47.

113-New Line

A new line, 113, would provide service between North and South Hillsboro via Cornelius Pass Road.

The route ending locations would be updated to allow for continuos loop service.

115-New Line

A new line, 115, would connect North Hillsboro Industrial Area and South Hillsboro via Century Boulevard. Service in Bethany would be discontinued. Service on Evergreen would be replaced with the new Line 111, and service on Main would be replaced with the new Line 120.

The route ending locations would be updated to allow for continuous loop service.

120-New Line

A new line, 120, would cover a portion of the former Line 47 route between Century Boulevard and Downtown Hillsboro and provide new service along E Main.

130-New Line

A new line, 130, would cover a portion of the former Line 94. Service along Pacific Highway upgraded to every 20 minutes.

131-New Line

A new line, 131, would extend service to Tigard along Upper Boones Ferry, Durham and Hall along the former Line 76 route.

140-New Line

A new line, 140, would provide service between Clackamas Heights and Oregon City on Holcomb covering a portion of the former Line 154.

144-New Line

A new line, 144, would provide service along Main Street in Oregon City, River Road in Oak Grove, Oatfield and Dartmouth in Gladstone, covering a portion of former Line 32 and 34 routes.

145-New Line

A new line, 145, would provide new service along Jennings, Minuteman, and 97th. Line 145 would cover a portion of former Line 156 and 34 routes. Line 145 may be upgraded to every 30 minutes with additional funding to improve transit service to address the impacts of tolling.

150-New Line

A new line, 150, would provide new service along Mt. Scott and Thiessen. Line 150 would cover a portion of former Line 32 and 156 routes.

The route would be extended to serve more of SE 172nd and end at W Powell & Highland as new the Line 150-Oatfield/172nd

152-Milwaukie

Line 152’s route would move off of Harmony and 82nd and onto Fuller and Monterrey, replacing the former Line 34 route.

154-Willamette/Clackamas Heights

Line 154 service along Blankenship Road and Willamette Falls Drive would be discontinued. Line 76 would provide new service between Tualatin and Oregon City on I-205.

155-Sunnyside

Service on Line 155 would be extended north along 172nd, provided that the TriMet District Boundary is expanded in the future.

The route would end at 172nd & Sunnyside similar to existing Line 155.

156-Mather Rd

Line 156 would be discontinued. See Lines 145 and 150.

190-New Line

A new line, 190, would cover a portion of former Line 11 route along Columbia Blvd.

The route would be extended to downtown St. Johns.

291-Orange Night Bus

No change.
