Proposed Bus Service Reductions

Effective September 2, 2012

In our Challenges & Choices survey, which ran in December and January, we put forth a number of ideas for addressing our expected budget shortfall, including cutting bus lines that have the lowest ridership. Many of you urged us to preserve these lines, so we are instead proposing to reconfigure certain bus routes and cut some low-ridership bus trips, among other cost-saving and revenue-generating measures. These changes would take effect September 2, 2012.

Reconfiguring bus routes

One way we can cut costs without reducing overall mobility is to reconfigure certain bus routes that overlap with other routes. We are proposing changes to 14 routes that run relatively close together in Northwest Portland, North/Northeast Portland and Beaverton: lines 6, 8, 9, 12, 16, 17, 47, 48, 67, 70, 77, 82, 87 and 89.

We have attemped to redesign these routes so that they do not compete with each other for the same riders, and so that the distance between routes (and thus the maximum walking distance) is more consistent. These changes would not only be cost-effective for us, they would result in a simpler system that is easier for riders to understand. Fixing these built-in inefficiencies will also better position us to restore bus service frequency as the economy improves. Still, the proposed route changes are in fact reductions in service, which means some riders will have to make an additional transfer or walk farther to catch a bus.

Other proposed route changes

We are proposing additional route changes on three bus lines: 43, 45 and 94.

Cutting low-ridership bus trips

We are proposing cutting low-ridership trips on 26 bus lines, and eliminating some weekend service on 3 lines. Cutting trips would result in reduced hours of operation and service frequency, and some riders may need to make additional transfers. The proposed changes would affect lines 15, 18, 19, 22, 23, 24, 25, 30, 34, 36, 37, 38, 39, 43, 45, 50, 51, 53, 55, 59, 73, 85, 89, 92, 96 and 155. On lines 22, 32 and 73, all Saturday and/or Sunday service would be eliminated.

Service is our core business, and it's the last place we look to cut. With a goal of minimizing impact on riders, this proposal takes into account ridership, the availability of alternative service, the use of service for work and school trips, and the operating efficiency of the proposed changes. We also look at transit equity issues to make sure that the proposed changes would not disproportionately affect low-income populations and communities of color.

1-Vermont

No change.

4-Division/Fessenden

No change.

6-Martin Luther King Jr Blvd

Line 6 would run from North Portland to Jantzen Beach via Martin Luther King Jr Boulevard and Vancouver Drive instead of via N Lombard Street and Denver Avenue in Kenton, serving current Line 8 stops north of Dekum Street.

8-Jackson Park/NE 15th

Line 8 would end around NE Dekum & 9th. Present Line 8 stops north of Dekum Street would be served by Line 6.

9-Powell/Broadway

Several TriMet lines run along parts of NE Broadway west of NE 24th Avenue. This provides an opportunity to make new eastside connections for both the NE portion of the Line 9 and Line 70 riders.

The portion of the Line 9 from Gresham TC into downtown Portland would not change. The NE end of the Line 9 and Line 70 would be combined at Lloyd Center. This combined line would stay on the Eastside instead of running downtown and would extend through Northeast Portland instead of ending at Rose Quarter. Buses would run along NE Broadway, 9th Avenue, Multnomah/Holladay streets and 12th Avenue. Alternative service for the Line 9 would be available on Line 8. If lines 9 and 70 do not have their routes combined, an alternative may be to combine the Line 73 with Line 70.

10-Harold St

No change.

12-Barbur/Sandy Blvd

To help buses run closer to schedule and to improve efficiency, Line 12 is being considered for a change so that it would run between Tigard Transit Center and Parkrose/Sumner Transit Center. In Southwest, a new local line from Sherwood would connect at Tigard. In East Portland, a new local line from Gresham would connect at Parkrose.

14-Hawthorne

No change.

15-Belmont/NW 23rd

Weekdays, the Line 15 1:08 a.m. trip from Montgomery Park and the 1:35am trip from SW Washington & 5th would be discontinued. Saturday and Sunday, the 1:35am trip from SW Washington & 5th and 1:08am trips from Montgomery Park to SW Washington & 5th would be discontinued.

16-Front Ave/St Johns

Line 16 would serve Front Avenue, the current Line 17 route in portions of the NW industrial area, and St. Helens Road to Sauvie Island via Linnton and St. Johns. The bus would travel through the industrial area on NW Guam Street, 35th and Yeon avenues instead of NW Front Avenue between 26th and Kittridge Avenue and would only run during peak hours on weekdays. Additional hours of service could be added depending on passenger demand. Trips to Rivergate would be served by a separate bus running between St Johns and Jubitz along Marine Drive during peak hours on weekdays.

17-Holgate/NW 21st

Portland Streetcar was added in 2001 without significant bus service changes. Bus ridership levels and patterns in Northwest have changed since then, due to both the addition of the Streetcar and land use/demographic changes. Line 17 would end at Union Station instead of Montgomery Park or Sauvie Island. Line 77 would serve the current Line 17 route on NW Glisan/Everett streets and NW 21st Avenue to Montgomery Park. Line 77 would no longer run on NW Northrup/Lovejoy streets, but this stretch would still be served by Portland Streetcar. A few blocks along NW 25th Avenue between NW Lovejoy and Vaughn streets, along NW 29th Avenue between NW 31st Avenue and Nicolai Street, and along NW Station Way between Irving and Northrup streets would not have service. Line 16 would serve Front Avenue, the current Line 17 route in portions of the NW industrial area, and along St. Helens Road to Sauvie Island via Linnton and St. Johns.

18-Hillside

The Line 18 8:39 a.m. and the 6:25 p.m. trips from 18th & Morrison would be discontinued.

19-Woodstock/Glisan

One Line 19 trip between 7 and 8 a.m. from Gateway would be discontinued. Frequency during this hour would change from approximately every 11 minutes to approx every 12 minutes.

20-Burnside/Stark

No change.

22-Parkrose

Weekdays, Line 22 buses would run approximately every hour instead of every 35 minutes. Saturdays, the 6:26 a.m., 7:11 a.m., 7:39 p.m. and 8:33 p.m. trips from NE 141st & Failing and the 6:56 a.m., 8:16 p.m., 9:06 p.m. trips from Gateway Transit Center would be discontinued. There would no longer be Sunday service on this line.

23-San Rafael

Line 23 buses would run approximately every 90 minutes instead of every 70 minutes. The 7:10 p.m. trip from Gateway Transit Center and the 5:44 p.m. and 6:52 p.m. trips from NE Sandy & 148th would be discontinued.

24-Fremont

The Line 24 6:38 p.m. and 7:07 p.m. trips from Gateway Transit Center and the 7:09 p.m. and 7:37 p.m. trips from N Vancouver & Stanton would be discontinued.

25-Glisan/Rockwood

Line 25 buses would run approximately every 90 minutes instead of every 70 minutes.

28-Linwood

No change.

29-Lake/Webster Rd

No change.

30-Estacada

The Line 30 would have one fewer trip around 6:30 p.m. from SE 4th & Main in Estacada. Trip times would be adjusted during rush hours.

31-King Rd

No change.

32-Oatfield

There would no longer be Saturday service on this line.

33-McLoughlin

No change.

34-River Rd

The Line 34 7:26 p.m. trip from SE Jackson & Main and the 7:00 p.m. trip from Oregon City Transit Center would be discontinued.

35-Macadam/Greeley

No change.

36-South Shore

There would be no change to Line 36 trips between Tualatin Park & Ride and downtown Portland. The 6:15 a.m., 6:45 a.m. and 6:26 p.m. trips from Lake Oswego Transit Center would be discontinued as would the 5:52 a.m., 6:20 a.m. and 6:00 p.m. trips from Tualatin Park & Ride.

37-Lake Grove

The Line 37 5:54 p.m. trip from Lake Oswego Transit Center and the 5:37 p.m. trip from Tualatin Park & Ride would be discontinued.

38-Boones Ferry Rd

The Line 38 5:58 a.m. and 8:47 a.m. trips from downtown Portland to Tualatin and the 3:50 p.m. trip from Tualatin to downtown Portland would be discontinued. There would be trip time changes.

39-Lewis & Clark

The Line 39 6:25 a.m. trip from Barbur & Bertha, the 6:20 p.m. trip from SW Capitol & Sunset, and the 6:53 p.m. and 6:53 a.m. trips from SW Huddleson & Palatine Hill would be discontinued.

43-Taylors Ferry Rd

Line 43 buses would run every 60-70 minutes instead of every 30-40 minutes during rush hours. In downtown Portland, buses would turn around at SW 5th & Harrison instead of SW Columbia & 16th. The 6:05 a.m. and 6:31 a.m. trips from SW Columbia & 10th and the 7:43 p.m. trip from SW Columbia & 16th would be discontinued.

44-Capitol Hwy/Mocks Crest

No change.

45-Garden Home

Weekdays, Line 45 would have trip times adjusted. The 8:28 a.m. trip from SW Columbia & 16th would be discontinued. Saturdays, Line 45 would run between Tigard Transit Center and Multnomah Village instead of in Downtown Portland (as on Sundays). Sundays, the 7:15 p.m. trip from SW Troy & 35th would be discontinued.

46-North Hillsboro

No change.

47-Baseline/Evergreen

Lines 47, 48 and 89 would be combined to reduce overlap along NW 185th Avenue, which is served by relatively frequent service on Line 52-Farmington/185th. Lines 47 and 48 would no longer run to Willow Creek/SW 185th Avenue Transit Center. Buses would instead run from Hillsboro to Sunset Transit Center across SW 185th. A short stretch of NW Evergreen Parkway between NW 185th and Cornell would not have service. The hours of service for Line 47 would remain the same. Line 48 would have Sunday service added. Line 89 would be replaced by Lines 47 and 48.

48-Cornell

Lines 47, 48 and 89 would be combined to reduce overlap along NW 185th Avenue, which is served by relatively frequent service on Line 52-Farmington/185th. Lines 47 and 48 would no longer run to Willow Creek/SW 185th Avenue Transit Center. Buses would instead run from Hillsboro to Sunset Transit Center across SW 185th. A short stretch of NW Evergreen Parkway between NW 185th and Cornell would not have service. The hours of service for Line 47 would remain the same. Line 48 would have Sunday service added. Line 89 would be replaced by Lines 47 and 48.

50-Cedar Mill

Line 50 buses would run about every hour instead of every 30 minutes. The 3:06 p.m., 3:45 p.m. and 4:15 p.m. trips from Sunset Transit Center would be discontinued.

51-Vista

The Line 51 6:39 a.m. trip from SW Washington & 9th and the 6:22 a.m. trip from Dosch & Hamilton will be discontinued. The 6:11 pm trip from Salmon and 5th will end at Council Crest instead of Dosch and Hamilton.

52-Farmington/185th

No change.

53-Arctic/Allen

The Line 53 6:08 p.m. trip from Beaverton Transit Center would be discontinued.

54-Beaverton-Hillsdale Hwy

No change.

55-Hamilton

The Line 55 6 a.m. trip from SW Apple Way & Laurelwood and the 6:22 p.m. trip from SW Columbia & 16th would be discontinued.

56-Scholls Ferry Rd

No change.

57-TV Hwy/Forest Grove

59-Walker/Park Way

Line 59 buses would run every 50-60 minutes instead of about every 40 minutes. The first morning trip from Sunset Transit Center would be at 7:12 a.m. instead of 5:55 a.m. and the last morning trip would be at 8:33 a.m. instead of 9:14 a.m. The first morning trip from Willow Creek Transit Center would be at 6:47 a.m. instead of 5:32 a.m. and the last morning trip would be at 7:57 a.m. instead of 8:32 a.m. The first afternoon trip from Sunset Transit Center would be at 3:46 p.m. instead of 2:38 p.m. The last afternoon trip from Willow Creek Transit Center would be at 5:12 p.m. instead of 5:52 p.m.

61-Marquam Hill/Beaverton

No change.

62-Murray Blvd

63-Washington Park

Since other lines serve parts of the same streets as this line in central Beaverton, Line 67 would end at Merlo Road/SW 158th MAX Station instead of running to Beaverton Transit Center along SW Jenkins Road, Cedar Hills Boulevard and Center Street.

68-Marquam Hill/Collins Circle

70-12th Ave

Line 82 would run rush hours only and Line 87 would end at Gateway Transit Center instead of Parkrose/Sumner Transit Center.

84-Kelso/Boring

Effective January 1, 2013, with the Boring area withdrawal from the TriMet District, the routing of Line 84 would be modified to operate to SE 282nd & Orient Drive, inside the District boundary. Service would operate weekdays during morning and evening rush hours. The routing of the line from the Gresham Transit Center would follow NE 8th Street, Hood Avenue, E Powell Boulevard, continuing on Powell Valley Road to 282nd, and 282nd to Orient Drive. The line would return from 282nd & Orient Drive via Orient Drive, 257th/Kane Road, Powell Valley Road, E Powell Boulevard, Hood Avenue, and NE 8th Street to the Gresham Transit Center.

85-Swan Island

The Line 85 midday service would be discontinued and Line 85 service would become peak-only service. The 8:55 a.m., 9:40 a.m., 10:25 a.m., 11:10 a.m., 11:55 a.m., 12:40 p.m., 1:25 p.m., and 2:10 p.m. trips from Rose Quarter Transit Center would be discontinued. The 8:37 a.m., 9:12 a.m., 9:57 a.m., 10:42 a.m., 11:27 a.m., 12:12 p.m., 1:57 p.m., 1:42 p.m., and 2:27 p.m. trips from Basin & Fathom would be discontinued.

87-Airport Way/181st

In East Multnomah County, lines 82-Eastman/182nd and 87-Airport Way/181st are being considered for a change that would combine Line 82 with Line 87. Buses would run north-south along NE 181st Avenue instead of ending at Rockwood. Line 82 would run rush hours only and Line 87 would end at Gateway Transit Center instead of Parkrose/Sumner Transit Center.

89-Tanasbourne

Lines 47, 48 and 49 would be combined to reduce overlap along NW 185th Avenue, which is served by relatively frequent service on Line 52-Farmington/185th. Lines 47 and 48 would no longer run to Willow Creek/SW 185th Avenue Transit Center. Buses would instead run from Hillsboro to Sunset Transit Center across SW 185th. A short stretch of NW Evergreen Parkway between NW 185th and Cornell would not have service. Line 47 would run for the same number of trips as it does currently. Line 48 would have Sunday service added. Line 89 would be replaced by lines 47 and 48, but the hours of service along the section that is now served by the line 89 would be shorter than current. Weekdays, the 9:09 p.m. and 10:03 p.m. trips to Sunset Transit Center and the 9:48 p.m. and 10:33 p.m. trips from Sunset Transit Center would be discontinued.

92-South Beaverton Express

Line 92 would run about every 30 minutes in the morning instead of every 25 minutes. The 6:16 p.m. trip from SW Columbia & 16th would be discontinued.

94-Sherwood/Pacific Hwy Exp

More Line 94 trips would end at Barbur Park & Ride instead of Sherwood and all trips would end at SW Langer instead of SW Railroad & Washington.

96-Tualatin/I-5

Line 96 buses from SW Jefferson & 10th would run about every 20 minutes between 3 p.m. and 4 p.m. instead of every 15 minutes and about every 30 minutes between 5:30 p.m. and 7 p.m. instead of every 20 minutes. The 7:37 p.m. trip from SW Jefferson & 10th and the 8:28 p.m. trip from 10100 Block SW Commerce Circle would be discontinued.

99-McLoughlin Express

No change.

152-Milwaukie

No change.

154-Willamette

No change.

155-Sunnyside

On Sundays, the Line 155 service would run from approximately 9 a.m. to 7 p.m.
