BAT lanes decision for February 2026
TriMet General Manager Sam Desue Jr. announced today a key decision regarding Business Access and Transit (BAT) lanes being designed for the 82nd Avenue Transit Project.
The decision directs the project team to advance design for BAT lanes along nearly all seven miles of SE 82nd Avenue between NE Lombard and SE Clatsop. This balances operational improvements with community input and keeps the project on track to receive federal funding. However, this approach on BAT lanes could add to the overall cost of the project and project partners must identify and commit additional funding for the extent of BAT lanes by this July.
The one intersection where BAT lanes will not be considered is at SE 82nd and Powell Boulevard due to impacts to the broader transportation network, project funding and schedule.

BAT lanes updates for February 2026
On February 13, The Policy & Budget Committee will have its final scheduled discussion about the extent of Business Access and Transit (BAT) lanes included in the design for the 82nd Avenue Transit Project.
Over the last three months, the project team and the Policy & Budget committee have evaluated the opportunities to maximize BAT lanes in the City of Portland. They have considered several factors, including community input, BAT lane impacts on the broader transportation network, project funding and schedule.
The extent of BAT lanes that proceeds into further design will ultimately be determined by TriMet General Manager Sam Desue Jr.

BAT lanes updates for January 2026
TriMet’s study and evaluation of the project’s Business, Access and Transit (BAT) lanes has evolved significantly. We’re still refining concepts that balance the needs of all 82nd Avenue users with cost and implementation considerations.
Following direction from the Policy & Budget Committee, the 82nd Avenue Transit Project team has been digging in deeper on the “More BAT lanes” concept. They have been studying refinements of the concept with attention to regulatory constraints and the associated costs. At the January 16 meeting, the team will present takeaways from these studies, including high-level summary of potential costs and regulatory risks associated with various approaches.
What’s next
A recommendation from the Policy & Budget Committee about the BAT lanes is expected at their February 13 meeting. The extent of BAT lanes will ultimately be determined by TriMet General Manager Sam Desue Jr., in close consultation and coordination with the Policy & Budget Committee.
Design Milestones
The design phase for the 82nd Ave Transit Project is expected to conclude in early 2027. These designs and plans are what the project could look like.
Concept Design September 2025
These maps show the concept design as of September 2025. For purposes of study, these maps included BAT lanes on all seven miles of 82nd Avenue between Lombard and Clatsop streets. Moving forward, designs will exclude BAT lanes in the area near Powell Boulevard.
Station Platform Locations January 2025
From 2022–24, the project identified general locations for station pairs. Considerations included important destinations, places where people transfer between transit lines, proximity to safe crossings and areas with high transit ridership. Lane Design Proposal April 2025
